UK Councils Intend to Dispose of Community Hubs and Sports Centres to Balance Books

According to a new study of municipal councils, UK councils are planning to sell community centers, sports centres, and retail spaces as they bet on a fire sale of assets to stabilize finances.

Growing Financial Challenges Drive Asset Sales

The Key Cities Group representing second-tier cities in England stated that 60% of councils are intending to sell assets to cover the rising costs of social services for vulnerable individuals.

Local governments have previously faced criticism for disposing of public land and land to support their budgets, but they contend they must continue to generate essential revenue from property disposals or declare themselves bankrupt.

This coalition noted that a high proportion of councils seeking to raise money from a fire sale of holdings marked “a distinct shift from 2024, when the largest share (60%) of municipal officials stated they would focus on restructuring services and using savings to manage growing fiscal pressures.”

Detailed Examples of Proposed Disposals

Medway Council in southeast England announced its asset disposal plan featured the sale of a retail complex in Rainham and a community venue in another town to generate £20m over the next half-decade.

  • A local golf course and commercial properties owned in two English counties, which all provide rental income for the authority, will additionally be sold under the plan.

Council Tax Increases and Broader Financial Pressures

This research of councils in the coalition, which covers several urban centers, also found that more than 70% of authorities will need to raise local levies next April to address the growing cost of essential services, increased rates of housing insecurity, and a persistent housing shortage.

The authority explained it will press ahead with property disposals after steep rises in the cost of children services, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are taking creative strategies but some of these take time to achieve both improved services and financial savings,” said Vince Maple.

He added: “There are demographic pressures which will persist to add to the strains we have. As a unitary authority, we had a drastic reduction in our revenue support grant from over the past decade, which is extremely difficult.”

Countrywide Patterns and Forecasts

A survey of county councils recently further found council budgets being stretched by the increasing figures of young people and older individuals requiring special educational assistance.

A network of councils projected that council deficits will hit £4.4bn a year by the end of the decade, as they struggle to cope with rising needs.

Government officials have put off scheduled changes to the Send system until next year after a white paper setting out those changes was recently delayed.

Deprivation and Funding Gaps

According to the most recent deprivation measures (the Index of Multiple Deprivation) for UK local authorities, several key cities members were among the most disadvantaged in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 nationally under the 2025 IMD measures,” said the study.

“Although only a single urban area is among the ten most deprived for deprived neighbourhoods countrywide, urban areas are much more prone to be in the most deprived fifth of England. The figures highlights the scale of difficulties confronting municipal officials across major urban centers in the next twelve months,” the report added.

“Local government leaders have been explicit about the necessity for a fair and sustainable financial structure that reflects and addresses the actual extent of deprivation and demand,” stated a council leader.

“Lacking this, local authorities will continue to face difficult decisions around which vital provisions to fund, and which to cut, to the detriment of their communities.”

One in five of councils have cut or compromised care services in the last year, the study found.
